Abstract (EN)

The aim of this study is to examine the factors that impede participation of public personnel in leisure time activities and the factors that facilitate participation in leisure time activities. The research was based on public personnel working in Kütahya province in 2017 and 457 public personnel participated. The Turkish adaptation developed by Alexandris and Carroll (1997) as a means of data collection in the research was used by the "Time Limit of Freedom Scale", which was revised by Gürbüz and Karaküçük (2007) and later by Gürbüz and others (2012). Another scale is Kim et al. (2011) developed the Leisure Time Facilitators Scale (SZKÖ). Validity and reliability (2015) was made and regulated by Gürbüz and others. Statistical analyzes were performed by using the SPSS 22.0 package program. The distributions (f) and percentages (%) of the demographic information of the athletes participating in the study were determined by Descriptive Statistics method. To determine whether the data have normal distribution, the Kolmogorov Smirnov normality test was applied, and after understanding that the data were suitable for the parametric test conditions, ANOVA and T-Test were applied to determine the significant differences and also correlation analysis to look at the relationship between leisure time and leisure time facilitators (α = 0.05). According to the analysis results, the free time constraints according to gender variables are in the "Time" subscale, while in the case of leisure facilitators, "Inner Facilitators" and "Structural Facilitators" "Incomplete Information", "Facilities-Services", "Friend's Incompleteness", "Incomplete Incompliance" subscales of the "Time Psychology" and "Friend Incomplete" subscales of the free time disability scale, "Personal Psychology", "Information Inaccuracies" and "Time" subscales and "Inner Facilitators" in the dimension of free time facilitators in the dimension of "Structural Facilitators" according to Welfare level in the subscale of "Time and Attention Deficit" , "Structural Facilitators" sub dimensions, "Friend Absence" sub-dimension according to marital status variable and "Inner and External Facilitators" sub-dimensions in the dimension of free time facilitators It has been determined that there is a positive but weak relationship between the Freedom Time Handicaps and Facilitators scale.
