Abstract (EN)
This thesis identifies existing issues related to data security and data privacy in the public sector, and develops solutions to address these issues. In the context of the digital transformation process, public institutions have been assigned the responsibility of processing substantial quantities of sensitive personal data. However, the increasing frequency of cyberattacks and systemic security vulnerabilities call into question the effectiveness of data security policies, posing risks to the sustainability of public services and citizen privacy. Quantitative methodologies were employed in the research to assess the awareness levels of technical personnel working within the Ministry of Interior regarding data security and data privacy, as well as their attitudes towards proposed solutions. The findings indicate that awareness levels are moderate to good, but there are various shortcomings in implementation. The findings of the relational analysis demonstrated that awareness exerts a significant and positive effect on attitudes towards proposed solutions. In this context, it is recommended that public employees receive continuous training, advanced technologies be used, security policies be updated, and inter-institutional cooperation be strengthened. The study also provides a theoretical and practical basis for future qualitative research.
