The evaluation of effects of fisheries management applications on fishery activities in the Black Sea

The purpose of this study is to identify the effects of fisheries management applications on sectoral, social and economic affairs on the Black Sea fisheries. The qualitative and quantitative size of fishing fleet was presented and the effects of changes in vessel length and engine power were determined. Moreover, the effects of applications such as providing the fishermen with special consumption tax excluded fuel prices and their being free to modify the vessel length up to %20 were studied. A survey study was carried out in order to collect ideas of fisherman. The registration certificates of fishing vessels in the Black Sea were examined and the changes in the structure of vessels were presented. Using the data set provided by Turkstat the relationship between fisheries activities and vessel characteristics were analysed. The relations between production and manpower or outgoes were found out to be higher than the relations between production and engine power or vessel length. It is clearly seen that there has been a significant increase in engine powers in recent years. It is determined that, the competition between fisherman in order to reach the product and the market earlier has caused this increase, and the fuel provided for fisherman without special consumption tax has accelerated this increase. It is concluded that there is an urgent need to reduce the fishing fleet and in order to prevent the growth of fishing power and limitations on engine powers are needed. Income and the profitability of fishing vessels, it is clearly seen that most of the investments on increasing engine powers are actually unnecessary.
