The investigation of the effects of applied fisheries management strategies (Quota arrangements and daytime ban) on the anchovy (Engraulis encrasicolus L. 1758) stocks and the fisheries economy

In the study, the impact of management strategies recently being carried out on the anchovy (Engraulis encrasicolus L. 1758) stock in the Black Sea was examined. The economic situation of fishing fleet in the Black Sea during 2010-2011 fishing season was outlined.According to the results, the growth parameters of the Von Bertalanffy for the fishing season during 2009-2010; were respectively L?=15, 48 cm, k=0, 4836, t0 = -1,402 and during 2010-2011; were L?=15,22 cm, k=0,480, t0= -1,497.Instantaneous rate of mortality for 2009-2010 fishing season; total mortality (Z) was2,74 year-1, rate of natural mortality (M) was 0,66 year-1, rate of fishing mortality (F) was 2,08 year-1 and exploitation rate (E) was 0,75 year-1; and for 2010-2011 (Z) was 2,76 year-1, (M) was 0,66 year-1, (F) was 2,10 year-1, (F0.1) was 1,2 year-1 and (E) was 0,76 year-1 were determined. According to these results, the daytime fishing ban has caused a %50 decrease in fishing effort. Thus, this decrease has also caused a %100 decrease in the fishing mortality. However, this decrease is seemed insufficient so, in order to provide a sustainable fishing, another %50 decrease is needed. Therefore, it is found out that excessive fishing threat in anchovy stocks in the Black Sea has still continued. It was suggested that the decrease in fishing effort can be possible with extending the duration of the fishing ban until the end of the October. According to the results of the questionnaires, it was found out that the fishermen also accept this suggestion.During the 2010-2011 fishing season, the economy of the fishing fleet was also examined. Namely, ROI (Return On Investment) was found to be % 10, 55 and financial profitability was % 8, 45. It was found that the ROI average was above the sector average (2.2%). The high rate of average financial profitability in terms of Opportunity Cost has proved that the efforts of the enterprising fishermen had not been wasted.
