Investigation of development plan change proposals in the whole city: The example of Gümüşhane city

Abstract (EN)

With the entry into force of the Zoning Law No. 3194 in our country, the authority to make and change zoning plans was transferred from central government to local governments. With the transfer of plan change authority to local governments, plan changes have become frequently used planning tools. Within the scope of this thesis, zoning plan change proposals throughout the city will be examined historically, statistically, spatially and contextually. Gümüşhane city was chosen as the sample study area. All zoning plan changes proposed to the municipal council between 2007 and 2022 were examined in the city of Gümüşhane. Plan change data were classified and examined according to time, location, by whom it was presented to the parliament, scale, island-based or parcel-based status, area size and subject. Tables, graphs and thematic maps were prepared based on the data obtained. It has been concluded that approximately one-third of the entire plan has been changed with the examined zoning plan changes. It has been found that zoning plan changes have negative effects on the main decisions of the plan. It has been determined that plan change proposals are spread throughout the city, they are presented more in the central business district and its surroundings, and fewer changes are presented in the peripheries. It has been concluded that plan change proposals are mostly submitted by real or legal persons at a scale of 1/1000. It has been found that more than 80% of plan change proposals are accepted.
