Review of approved zoning plan amendments in the whole city: The example of Hopa (Artvi̇n) city

With the authority granted to local governments to make and amend zoning plans, zoning plan amendments have become a frequent occurrence. Zoning plan amendments made based on the principle of flexibility and the provisions of the legislation have negative effects on the integrity of the plan. Hopa city was selected as the study area. The zoning plan amendments approved by the municipal council between 2010-2018 were analyzed. Tables, graphs and sketches were prepared based on the data. Although the revision year has come, it has been determined that changes have been made on an area close to half of the unchanged zoning plan area. It was observed that plan amendments were made in all neighborhoods of the city, and this rate was higher in areas close to the center. It has been determined that these amendments have disruptive effects on the plan as a whole.
