Preparation of disaster management plan "example of Bitlis"

Disasters cause mass life and property losses and a large part of them occur outside the control of people. Disasters, in a sense, are the destruction of the natural environment, but also they are events that have to been taken precautions in terms of their results. Disaster management planning is implemented to keep disaster risks to a minimum. This planning is developing and continuing in time, it contains detailed risk management principles and it is integrated with institutional and strategic planning stages especially on local basis. Our country is located on a geography where disasters occur frequently and as a result of which there are significant loss of life and property. It is a requirement of modern disaster management to identify and manage disaster risks before, during and after the disaster so that human life is not interrupted. In our country, this planning process is carried out on a national, regional and local basis with the mutual coordination of different institutions. As part of this thesis, the province of Bitlis, which has a strategic transition location in the Eastern Anatolia Region and where different disasters are frequently experienced, has been chosen as an example. Within the scope of the thesis, information is given about the terms related to disaster management planning. By indicating the work and operation of disaster management in our country, information about disaster management planning process in Bitlis province is given. Within the content of the thesis, detailed information about the disaster risks of the province of Bitlis is presented
