Abstract (EN)

The aim of this research is to systematically determine the human and organizational factors, which are the dominant factors in maritime pilot transfer accidents, and to analyze the human error possibilities to assessment the risk of the maritime pilot transfer process. In this context, Human Factors Analysis and Classification System (HFACS) was used in the analysis of human errors, which complement each other as latent and active defects. In addition, the Success Likelihood Method (SLIM) method was used to reveal the probabilities of determined human errors and the performance determining factors that trigger these errors. The probabilities of human error in the transfer of the maritime pilot were calculated by expert opinions. The aim of this study is to detect human errors and possibilities to reduce the risk of maritime pilot transfer operations. The risk assessment section, it is aimed to reveal meaningful rules in the data mining process with the association rule mining (ARM) method from the existing accident reports including the transfers of the maritime pilot. In the last stage of the study, modeling was done with the help of bayesian networks to reveal the effects of human errors on the accident during the transfer process from the maritime pilot. With the outputs of the study, the possible loss of life and injury consequences of the maritime pilots will be reduced, contributing to the sustainability of sea safety and ensuring that they work in a safer environment.
