Abstract (EN)

The traditional socio-economic structure of the Ottoman Empire began to deteriorate in the 17th and 18th centuries due to internal and external crises, making comprehensive reforms inevitable. The reform movements initiated during the reigns of Selim III and Mahmud II focused particularly on the modernization of the military. In this context, the work Hidmet-i Asker der- Zemân-ı Sefer written by Koca Mehmed Hüsrev Pasha serves as a critical source for understanding the military structure of the period. The text provides detailed insights into the organization of the Ottoman army, war strategies, relationships between ranks, training methods, and logistics laying the foundation for the transition to a modern military system. Mehmed Hüsrev Pasha, of Abkhazian origin, played a significant role not only in military matters but also in shaping reforms. He exhibited active leadership during the establishment of the Asakir-i Mansure-i Muhammediye army under Mahmud II and held prominent positions such as the Serasker (Commander-in-Chief), contributing to the restructuring of the Ottoman military.
