Life, political activities and ideas of Köksal Toptan

In this thesis, the life, studies, legislative activities and ideas of Köksal Toptan, who left his mark on the recent history of Turkey, served in various institutions of the state at a young age and is still a member of the Presidency High Advisory Board, were tried to be examined. The aim of this thesis is to examine Köksal Toptan in all its aspects, to enable the reader to get to know Köksal Toptan better and to reveal the influence of Köksal Toptan in the recent history of Turkey. Köksal Toptan is a politician and thinker who has distinguished himself with his services to Turkey and constructive projects and ideas. The recognition of Toptan and the adoption of his life, works and thoughts by the whole society may contribute to the benefit of the new generations who will enter politics, benefiting from his experiences. The life, political activities and ideas of Köksal Toptan, which is the subject of the thesis, have been examined in detail. Toptan started his political life in the last quarter of the 20th century and served as a member of parliament until 2015. During this period, he was involved in politics in different parties. In this context, he continued his work and political life in the Justice Party between 1977-1980, in the True Path Party between 1986-1999 and in the Justice and Development Party between 2002-2015. He was the Minister of State for a short time after being the first deputy and became one of the youngest ministers in Turkey. Again, between 20.11.1991 and 25.06.1993, he served as the Ministry of National Education, one of the most important ministries of Turkey, and in 1995 he served as the Ministry of Culture for a month. He continued his political activities within the DYP until the 1999 elections. He was elected as a Zonguldak deputy from the AK Party in the November 3, 2002 elections and continued this duty until 2015. During his time as AK Party deputy, he served as the Chairman of the Justice Commission and the Speaker of the Grand National Assembly of Turkey. He left active politics in 2015. He served as the Chairman of the Public Servants Ethics Committee between 2017 and 2021. He was appointed as a member of the Presidency High Advisory Board in 2019 and he still continues this duty. One of the aims of this thesis is to examine our recent political history through a political figure. For this reason, it is aimed to take a step towards examining the details that have not come to light in Köksal Toptan's life as a politician and intellectual person and putting them at the service of researchers.
