Abstract (EN)
This study comprehensively examines the state-building process of Kyrgyzstan following the dissolution of the Soviet Union, as well as the political, economic, and social developments during the tenure of its first president, Askar Akayev. The primary aim of the study is to assess the structural challenges Kyrgyzstan faced after independence and to evaluate in detail the reforms implemented under Akayev's leadership. Drawing on archival documents, academic publications, official reports, and relevant literature, the research provides a thorough analysis of Kyrgyzstan's position within the Soviet Union, its path to independence, and the ethnic, border, and water-related issues it encountered. Additionally, Akayev's rise to power, constitutional arrangements, economic reforms, and development initiatives are examined meticulously. The period between 1995 and 2000 is analyzed in terms of political developments, tendencies toward authoritarianism, economic crises, and social challenges. The 2000–2005 period, including the Tulip Revolution and Akayev's downfall, is evaluated in the context of both domestic factors (corruption, clan politics, and social inequalities) and external influences (the United States, Russia, and China). The study also highlights that the failure of economic reforms, increasing social inequalities, and growing public dissatisfaction were critical factors contributing to political change and social unrest. In conclusion, the gradual shift of Akayev's initial democratization efforts toward authoritarian governance, the limited effectiveness of economic and social policies, rising public discontent, and regional factors played a decisive role in the emergence of the Tulip Revolution. By analyzing Kyrgyzstan as a case study, this research provides significant insights into post-Soviet transformation processes, offering an understanding of the country's post-independence experience as well as regional and international dynamics.
