Abstract (EN)
The entrepreneurial and regulatory role of the state in economic markets is of critical importance in terms of preserving the free market economy and competition. However, the state, acting as both an entrepreneur and a regulator, may establish practices that distort competition in the market. In this context, it is crucial to analyze how competition-distorting practices, particularly those instituted by central administration and decentralized administrative organizations, are evaluated within the scope of competition rules. Within the framework of this study, the concepts of market economy and competition will first be addressed from historical and theoretical perspectives. Subsequently, the concept of state intervention and the competition-distorting practices of central administration and decentralized administrative organizations will be examined, within the context of the practices in the European Union (EU) and the United States of America (USA).
