Abstract (EN)

Today, when ecosystem-based planning is widespread, planning and implementation studies are carried out in line with ecological, economic and social functions. In this study, it is aimed to measure the efficiency of forest roads with Data Envelopment Analysis using inputs and outputs in different scenarios. It is aimed to utilise this planning and construction process efficiently. The study was carried out on 30 forest roads within the borders of Maçka Forest Management Directorate. A total of 45 models were designed, 10 for ecological scenario, 15 for economic scenario, 9 for social scenario and 11 for technical scenario. As a result of the study, 24 forest roads were found to be effective in the ecological scenario, 22 in the economic scenario, 14 in the social scenario and 17 in the technical scenario. A package programme was developed as a guide for planners. A programme module was created with Python programming for Geographic Information Systems (GIS) applications. The study was supported with an online map with a user-friendly interface and made available to the end user. Depending on this study, the planning and construction of forest roads should be carried out in accordance with ecological, economic, social and technical scenarios.
