Özet (EN)

There are some turning points for history of humanity such as Industrial Revolution, American and French Revolutions in the XVIIIth. century. These revolutions not only have caused great economic and social transformations, but also have led nation-state regime to encapsulate all over the world instead of empire system. Because of social and fiscal renovations, the modern nation-state have had some features for example constitution, democracy, equality, representation and freedom etc. We are looking for the effects of those modern ideals and practices that Ottoman State had met.In regard to early history of Ottoman State, the Council of Mesveret was carried out by the sultans to find solutions in military affairs or sultanate changings. This council started to institutionalize at the period of Selim the Third. Since the growing number and meetings of mesveret council provided close relationship for the state and people. Moreover, Ottoman State governers chose the cabinet system for the state affairs. These governmental developments have played important role on the Meclis-i Vâlâ, Constitution of 1876, parliament and voting. Therefore, we are planning to show some crucial examples of democratization in the modernization era of Ottoman State, which was not only an eastern but also western country.
