Intra–Party Democracy

In pluralistic democratic regimes, apart from the fact that majority has the right to manage,this right is not unlimited and the restriction principle of majority will in minority's favor is accepted. Within this framework, pluralistic democracies embody many establishments like associational, political and professional. In this scope, one of the most important establishments are political parties. Intra party democracy; can be defined as a process; in which members' freedom of political participation, right to vote and stand for election, freedoms of expression, right to information and right to make a motion, right to legal remedies and right of equality in particular is assured by laws or party charters, in which intra–party decision are constitued based on supremacy of majority principles, the context of the decisions is consistent with democratic spirit while abiding by the democratic rules in decision making process, and intra–party power is divided between different bodies and organizations. Therby in this study, after mentioning notions of democracy, founding elements and historical devolopment of intra–party democracy and legal/beyond legal influencing factors of intra–party Democracy will be analyzed. In the last part of this study, the problems encountered at legal and political level regarding intra–party democracy in Turkey will be examined and finally, measures to be taken in order to bring the internal system of political parties in Turkey will be scrutinized.
