Consistence analysis of planning implementation-construction process: Trabzon-Ortahisar case

Planning-Implementation-Building processes in cities are successive processes that complement each other. In this study, the consistency of the processes between each other was examined. The aim of this thesis is to examine the consistency between the planning, implementation and construction processes from the master zoning plan construction stage to the building occupancy permit stage, to identify the problems and to offer solutions. In this context, Ortahisar district, which is the center of Trabzon province, was chosen as the study area and the building permits issued between 2002 and 2017 were examined. In this process, the settlements in the residential areas where more than one building was built on the parcel in Ortahisar district were examined. Examples of inconsistent data in the planning, implementation and construction processes were selected. As a result, it has been determined that there are constructions that do not comply with the master zoning plan and implementation zoning plan decisions in the mass construction areas in Ortahisar district. In the samples examined, it was observed that the building density and the number of floors were increased in violation of the master zoning plan and implementation zoning plan decisions. It has been determined that the reason for the inconsistency in the examined examples is the application zoning plan notes and the abrogative Planned Areas Type Zoning Regulation.
