Abstract (EN)

Today, the construction sector occupies a large place in national income and important works are carried out day by day. As the developments in the construction sector increase, the size and complexity of the projects realized increase as well. Complex projects pose the challenge of planning the project and managing it according to this plan. Large projects combine multiple resources from many disciplines. The correct use of these resources throughout the project increases the efficiency of the project and ensures that the financial gain and moral pleasure are at a level that will satisfy all project stakeholders. With the understanding of the importance of resource use in projects, solution proposals have been developed for the Resource Leveling Problem, which expresses the fluctuations in resource use. Solutions in which optimization methods are used in order to achieve the best results are produced in order to reduce fluctuations and to keep the resource usage at a constant level as much as possible, thus avoiding additional costs. In this thesis, the resource leveling problem in construction projects with limited resources was solved with a model developed using the Rao optimization algorithm in the MATLAB software program, and population archive control was added to the model in order to alleviate the processing load and shorten the solution time while solving the problem.
