Deciding the convergence projects using AHP and TOPSIS methods in the fixed telecimmunication sector

Abstract (EN)

As a result of the rapid expansion of internet usage in fixed telecommunication infrastructures to include individual users, it has become mandatory to make some technological changes to meet the demands and expectations of users. Due to the fact that the fixed infrastructure, which was established to provide only voice services over the existing one, has also been opened for data use, and the demands and expectations of users have diversified and increased day by day, the need to implement convergence projects has arisen. As a result of technological developments, convergence dec telecommunications infrastructure has become mandatory as a result of the increasing use of integrated devices that combine multiple features. The convergence from the point of view of consumers is that they can perform many operations on a single device, access multiple platforms, receive many different services, use many applications on a single device. Convergence from the point of view of operators, as well as the services available to its users it is a unified and simplified infrastructure, where they can also offer additional new services. In addition to the existing services that operators offer separately the fact that it can provide services that it can add new through a single infrastructure, a single cable it will cause a simplification in the existing infrastructure and will allow users to access many services through a single device. Simplification of infrastructure and number of devices due to the fact that operators are providing services over a single cable, infrastructure and maintenance costs will be reduced, as well as ease of use will also increase due to the fact that users will access many services over a single device. When evaluated from the point of view of fixed infrastructure provider companies instead of a separate device for voice service VoIP (Voice Over Internet Protocol) over IP (Internet Protocol), IPTV (Internet Protocol Television) instead of the classic television broadcast by providing data traffic over IP, By providing broadband traffic over IP, internet usage can also be provided over a single infrastructure. In this context, convergence projects developed by investing in data services and fixed infrastructure that can be provided in the current situation through fixed infrastructure have been examined. In the investment decisions of infrastructure companies, how much of the existing infrastructure can be used, how much this will meet user expectations and it is necessary to determine what are the qualitative and quantitative criteria for considering sectoral competition. In the study, it was emphasized that the expectations of users should be overlapped at the highest level with the investments to be made. Fixed telecommunication convergence user expectations in project decisions, the budget of the infrastructure company, sectoral competition, in order to compare the criteria that directly affect the service quality and user experience criteria with each other, data were collected on the opinions of employees with specialist and higher titles in the telecommunications sector. For this purpose, more than one number and competing criteria, evaluating the harm and benefits of alternatives, making a decision by choosing the right choice, in order to define the subject in all aspects and to examine the different situations that each of the options may cause, Multi-Criteria Decision Making (MCDM) methods were used. Different qualitative and quantitative criteria that contains the data to be applied based on the convergence projects in the decision Multi-Criteria Decision Making (MCDM) method, the binary comparison made AHP (Analytical hierarchy process) and the shortest distance to the ideal solution and negative ideal solution in the sense of geometric farthest from the criteria based on TOPSIS (Technique for order preference by Similarity to ideal solution) methods were used. As a result of the work done, the choice of project type, in accordance with the priority rates determined by industry experts, AHP and TOPSIS methods are used to decide on project alternatives as the expectations of users and service provider companies are evaluated. It has been evaluated that the types of projects to be implemented will increase user satisfaction and may also positively affect the sunday share of service provider companies in the fixed telecommunications sector. AHP and TOPSIS methods were applied to the values determined as a result of expert opinions and the results obtained were interpreted. The application results were compared with fixed infrastructure applications in developed and developing countries and recommendations were developed according to the results obtained.
