Anotolia being a Turkish homeland with a prominent position among civilizations has a great importance in the world history. With the victory of Manzikert, Byzantine?s defense force was broken, and in the subsequent century struggles were made to control Anatolia. After the victory of Myriokephalon Byzantine?s hope to throw Turks out of Anotolia was abandoned.Shaken by the Crusades in the XII century, in the XIII century Anatolia witnessed a great destruction as a result of the Mongolian raids. However, with Turk?s high civilization and diplomacy Anatolia continued to be the Turkish residence in the following centuries. In this process Sufi organizations, which were seen as secure shelters by public, and Sufi masters leading these organizations played an important role. These institutions were non-governmental organizations reflecting more of a religious and social structure and had a powerful effect on the bureaucracy.In this thesis, we study the relationship between Mawlana Jalal al-din Rumi?s family, which played a very important role in the political and cultural structure of Anatolia in XIII and XIV centuries, and Seljuk state bureaucracy as well as its place in the historical process.Keywords: Mawlawi, Mawlana, Seljuk, Bureaucracy, Dialogue
