Information house applications in the context of social municipality: The case of Zeytinburnu Municipality

With the fact of globalization in the developing and changing world order, neo-liberal policies have enabled the to change dimension in many different understandings and practices on the political and economic axis. İn this way it has created the basis for central governments to share their duties and responsibilities with local governments and to increase the duties and powers of local governments. İn the position of local government especially the authority of municipal because of it is possible to produce short and active solutions to the needs and requirements of the people and close to the public its importance has been increased. After the 1980s by minimizing the duties area of the central goverments with the effect of the liberal-based policies and privatization broad authorities were given to the local goverments especially the municipality. By changing the concepts of service of the municipalities as a new and popular consept social municipality it accelerated its spread. In this study, after the analyzing the local goverments from a conceptual point of view, by making the definition of social state social policies are mentioned. By discussing social municipality in Turkey and its practises in our country historical process of social municipality, its problems and focused on the suggestions of the solutions. Finally, after giving general information about Zeytinburnu district the " Bilgi Evi " activities were explained in the context of social municipality of zeytinburnu Municipality and making evaluations about the services that offered explanations were made in the light of obtained data.
