Abstract (EN)

Today, urban population is increasing and cities are growing without adequate planning, and urban transportation problem is getting bigger. The solutions those arise when only economic part is taken into account have lost validity since they do not usually present social equity and are not usually environmentalist. In this study, general sustainability measures are defined at first, and specialized for transportation. Many transportation impacts are studied and categorized as social, environmental and economical, to succeed a sustainable traffic management. A multi-objective bi-level non-linear binary model is formed by using traffic impact cost functions acquired from literature. In accordance with the definition of sustainability, one objective function minimizes social and environmental costs and the other minimizes economic costs. We apply Pareto Simulated Annealing algorithm to solve our problem while we use the Frank-Wolfe algorithm to do traffic assignment in user equilibrium structure. Both algorithms are coded in Matlab program and run over a well-known city network. By applying tolling traffic management instrument, a Pareto solution set between economic and social - environmental costs is presented.
