Abstract (EN)

Sister city programmes, which started to be realized among municipalities after the Second World War, have been on the rise today with the globalization attacks. In the light of developments in the field of local governments, it is observed that besides central governments, local governments play a greater role as an actor in the global arena. Particularly, sister city relations established in the international arena can pave the way for cities to be positively affected by each other in many areas and thus contribute to the development and transformation of cities. However, it should not be overlooked that the sister city relations established can contribute to the brand values and tourism of the cities and contribute to public diplomacy. In this context, the issues related to the acquisition, implementation and working processes of the municipalities were examined objectively. Also the municipalities of Afyon, Kütahya, Uşak, Manisa were visited, and the positive and negative aspects of these cities and their sister city relations were investigated and many deficiencies were revealed.
