The history of the work carried out in the field of aviation is very old. The greatest change in history and the creation of modern aviation has been one of the important developments invention of aircraft in the early 20 th century and has become a major battleground in time. It was in the Battle of Tripoli that aircraft could be used as an instrument to change the fate of the war with deaths from the air and to use it as a deathblower. Imam Cevheri, Hazarfen Ahmet Çelebi, Lagari Hasan Çelebi, Leonardo Da Vinci, Montgolfier brothers, Cayley, Kaufman‟s thousands of years of dream and missing have been true with the Wright brothers. Understanding the importance of aviation, states have invested heavily in aviation industry to protect their own skies and defeat their enemies. In the last period of the Ottoman Empire, aviation studies have been made and it has been accepted that balloons and aircraft should be kept on the same date as the armies of the western states. Turkish Aviation establishment studies; It started with the directive of Mahmut Sevket Pasha in 1909 and the first Commission was established in 1911. The aim was to train pilots and mechanics by creating an Aviation School and to prepare for the effective use of aviation in future wars. In the 1912-1913 Balkan Wars and World War I, Turkish Aviation was the most important set in the absence of any means of air and the inability to use it effectively in the war. Although, approximately 450-500 planes were bought between 1912 and 1918 according to the Ottoman Aeronautical Inventory but Ottoman Aviation were abolished in 1920. Ataturk; in order to modernize aviation, he has made great efforts in the Republican era and has pioneered the establishment of the Air War Industry for the production of aircraft with national capabilities in the country. It constituted an important period in terms of the establishment and development of Turkish Aviation by the state and private enterprise after 1923. In spite of many attempts made in the field of aviation and Airplane Production Industry in good faith, no positive result has been obtained and the desired targets have not been achieved.
