Ethical problem in Turkish public administration

The concept of ethics is an important issue for the future of individuals, societies and state administrations. Ethical consciousness starts with the individual and spreads to the society and state administration through individuals. Although the ethical order has emerged as a structure that must be reached throughout the history of humanity, the inability to provide the ethical order has been the cause of the biggest problems experienced in the name of humanity. The only condition for a transparent, fair and legal administration in public administration is the sensitivity to ethical principles by individuals and public officials. Because it is obvious that moral people will develop moral society and moral societies will develop humanity. The increase in ethical violations on a global scale and their devastating effects necessitated the existence of international organizations working to establish and strengthen ethical structures. Public administrations that do not comply with ethical principles will cause the society to lose their trust in public administration, and the belief that ethical violations such as bribery and corruption are a normal part of the order. The Turkish management tradition has adopted an ethical management approach in order to spread justice, morality and equality to the Turkish country and then to the world. Today, ethical violations, which constitute a major problem in Turkey as well as all over the world, are being struggled with. In Turkey, necessary processes are carried out through legal regulations and supervisory institutions in order to ensure ethical management structures and to minimize ethical violations. Policies are carried out in order for individuals, institutions and the whole society to live in safety by providing trainings to raise ethical awareness.
