Abstract (EN)

03. Summary There is an uncertainty in the nature of management concept; that's why, there is also no unique definition of ' management' upon which everybody agrees. Management includes the disciplines of planning, organizing, performing, coordinating and controlling. Manager has to have technical and conceptual capability, ability in understanding human relations and leading human resources. The type and level of these capabilities and abilities required vary according to the level and type of managerial duties. What remains unchanged is the role of management in processing of information, in decision making mechanism and in regulation of inter-functional relations. Organizations have to perceive potential changes, understand what need to be done and adapt themselves accordingly at the right time in order to be able survive. The most valuable assets of an organization are its human resources including managers. This requires the training of managers in change engineering. The short term objective of management development is to improve the effectiveness resulting in increased performance. On the other hand, the long term objective is designing the career path of managers within the organization according to the future needs. According to management development approach, the key concepts such as learning, training, educating and developing must be well understood. There are some factors such as organizational structure and culture and the methods used which influence the success of management development. There is no unique and best method of managing; this argument is true for management development as well. In this study, it was tried to determine the effectiveness of the education and training programs which are officially applied on public sector managers (district governors) development. The conclusion of the overall study is the determination of the fact that training programs do not cover all up-to-date requirements and they have to be revised regarding both content and methods applied.
