Abstract (EN)

On the eve of the 21st century, there was a civil war in Bosnia and Kosovo with grave and widespread human rights violations, including ethnic cleansing and genosite, before the eyes of the civilized world. Multinational IFOR peacekeepers were assigned to ensure lasting peace and rebuilding after the civil war, which was stopped by the Dayton Agreement in Bosnia and NATO's unilateral humanitarian intervention operation in Kosovo. The Turkish Armed Forces, as a part of these peacekeepers since the 1990s, have been involved in various activities through Civil Military Cooperation within the scope of the peace support operation in order to achieve permanent peace in Bosnia and Kosovo and carries out project to build a democratic new nation that has switched to a market economy and is based on the rule of law. Civil Military Cooperation activities carried out by the Turkish Armed Forces in Bosnia and Kosovo have an important social service character. These activities and projects are actually Social Work with the Comminity. In this study the international system (States, Organisations), the responsibility for the protection of international peace and security and the humanitarian intervention carried out as a requirement of this responsibility were emphasized. Then the Social Work discipline was examined and Turkish Armed Forces in the reconstruction process of humanitarian intervention since the 1990s. The similarities between the activities carried out with the framework of Military Cooperation and Social Work with the Community in terms of purpose, scope and content have been revealed.
