Abstract (EN)

As of 1980, many problems began to occur in Turkey, and this situation made Turkey vulnerable to threats from both inside and outside. The Military Coup of September 12, 1980, which took place during this period, caused serious instability throughout the country. A new constitution, the 1982 Constitution, was prepared in this process by the order of those who carried out the Military Coup. In this process, Türkiye was able to deal with internal problems in the first place. After the 1982 Constitution came into force, Turgut Özal became the Prime Minister in the General Parliamentary Elections held in 1983 and the transition to civilian life began to deal with the problems arising in foreign policy. Özal's understanding of foreign policy allowed him to establish new relations with European states, the Middle East and border neighbors. Özal's belief that all the problems the country experienced in foreign policy could be solved on an economic basis enabled the reshaping of Turkey. Turgut Özal criticized Turkey's traditional status quo foreign policy, assumed a leadership role in the region, aimed for a multifaceted foreign policy and put this policy into practice. As a matter of fact, this understanding of Özal is important for Turkey's economic strengthening. With Özal, a new era began in Turkish politics. Özal analyzed all the problems Turkey experienced in domestic and foreign policy well and started to implement new policies in order to fulfill this responsibility. These policies were a solution to some of the country's problems. However, Özal's inadequacy in dealing with many important problems that Turkey experienced in domestic politics brought with it even bigger problems. The most important of these problems was the problem of the PKK terrorist organization. During Turgut Özal's time as prime minister, he was prioritized not with his political identity but rather with his personality. It is not uncommon for Özal to be both a conservative and a modern politician. In this context, Özal has been constantly criticized by members of the press. This study, which examines the First Turgut Özal Government Period, which served between 1983 and 1987, was subjected to the process analysis method and each chapter was tried to be presented in relation to the previous chapter. Again, while presenting the events and facts discussed in this study, chronological order was tried to be followed. As stated in the introduction, the study titled The First Turgut Özal Government in Turkish Political Life was created by making use of research and analysis works, especially the data obtained from the General Directorate of State Archives, Presidential Republic Archive, Turkish Grand National Assembly Minutes Journals and the Official Gazette.
