Abstract (EN)

The aim of this thesis is to determine the problems faced by teachers in primary reading and writing education in the places where Turkish language is not sufficiently effective and well spoken. This research is a quantitative study. The general screening model was used in the research. The sample of the research is composed of 100 first grade teachers working in the primary schools in Agri province central district and villages in the 2016-2017 academic year. The data of the study was collected through the questionnaire "Issues Faced in Elementary Literacy Teaching to Students whose Mother tongue is not Turkish Scale (EWTSMTS)". In the analysis of data, descriptive statistics techniques were used. According to the results of the research, it is concluded that the teachers working in the places where Turkish language is not sufficiently effective and well spoken have experienced problems mainly in the preparation process of primary reading and writing education. Besides it was concluded that teachers experienced problems partially during the process of feel and recognize the voice, compose syllables, words and phrases with voices. It is seen that teacher views are significantly differs according to the graduated faculty variable at the process of preparation for primary reading and writing education, the process of feel and recognize the voice, the process of compose syllables, words and phrases with voices and the process of communication. Teacher views are significantly differs according to the place of duty variable at the process of preparation for primary reading and writing education, the process of compose syllables, words and phrases with voices and the process of communication. Teacher views are significantly differs according to the variable of the class being unified or independent at the process of communication.
