Abstract (EN)
The Independent Administrative Authority (BİO) emerged primarily in the United States and continental Europe, under the supervision and regulatory identity of the government to fill the gap created by the separation of the state's producer identity in the direction of change in public administration. In Turkey, first in 24th January 1980 with the transition to a free market economy, the Capital Markets Board in 1981 (SPK) was established after the Law on the 1994 and 4054 on Protection of Competition (RKHK) with the Competition Authority (RK) 's creating a legal basis concerning the formation In 1997, RK began to refer to it. In the study, first the concept of PfP was defined and the reasons that revealed RK were explained. The changing public governance mentions the emergence of BİO. Formation of organizational structure on bio operating in Turkey are explained duties and powers. Finally, the concept of neoliberalism has been associated with RK.
