Abstract (EN)
Ministries are organizations charged with carrying out public services undertaken by the state. These organizations have inherited Turkey from the Ottoman Empire and it has undergone many changes over time and has survived to the present day. Turkey switched to the Presidential Government System, which is the new administrative system, in July 9th 2018. The new system of government has brought with it many changes and regulations. Ministries are among the most affected by these changes and regulations. In the Presidential Government System, the number of ministries and their organizational structures were changed and reorganized. In this context, some ministries have been closed, ministries were merged with the others, some of them were renamed and have taken their place in the cabinet. The objective of this work is to determine whether the changes in the ministry type organization are due to public service or political needs through the ministry example. The ministry has undergone radical changes in 2011, 2018 and 2021. It has been concluded that the changes in the ministry are both related to public services and due to political needs.
