Abstract (EN)

Democratic government systems are examined after the general picture about the constitutional field brought up. First, the constitutional developments in the last period of the Ottoman Empire were evaluated. Then, constitutions and governmental systems applied in Turkish political history were discussed in detail. Constitutional management systems and their historical development, presidential and governmental systems in our country have been examined extensively through different examples in the world. By putting forward the political problems and instability due to Parlimentary System in Turkey in recent period, whether the presidential government system would be the solution to this problem was discussed. In addition, the current political environment was evaluated during the transition to the presidential government system, In the light of these assessments, constitutional and legal proposals were made regarding the presidential government system. Finally, the details of the recently introduced presidential government system were analyzed, the similarities and differences with the constitutional and governmental systems applied in our history have been revealed. Consequently, conclusion that the presidential governmental system is an applicable system and can generally meet the requirements for solving the problems in Turkey within framework of politicalexperience in our country has been reached .The implementation of the presidential government system will show us its effective sides as well as its defective sides.
