Abstract (EN)

For surviving as a society and to improving our quality of life in today's conditions where in technology is developing rapidly and thoroughly the conditions of competition became more difficult, adapting to these changing technological developments, continuous strongly with a trained work force and the principle of lifelong education, compared with the stakeholders the road to an unavoidable fact.In this context, the minimum requirements that are for the training of maritime and all other organizations that create value and service in this area are given in STCW 78/95 Convention, countries party should accept this rules as minimum requirements and make arrangements according to this requirements. This convention was accepted in 1978 and revised in 1995 and includes severe sanctions for especially regarding maritime training institutions. Although before the new regulations, The maritime training institution didn?t have many facilities and equipment, then with the new regulations, long-standing and constructive changes has also raised in many areas such as training equipments, physical space and instructor criteria, maritime education quality standards. If the maritime education instutions don?t comply with this requirement and have Quality Proficiency Certificate, their students don?t have the right qualifications.But unfortunately, this is a reality that sometimes persons? documents are more important than their skills and knowledge. If owner prefers seaman who is paid low salary, is an inexperienced and ignorant rather than seaman who is paid more, has knowledge and skills and likes job, quality will improve in long term, ships will retentioned at ports at least level, the sense of duty and jobs on board will be a more effective and education and training institutions will give the training better.The changes made in STCW in 1995, was introduced in our country with the Seafarers Regulation came into force in 2002 and affiliated with the Education and Examination Regulations. Quality Standards for Maritime Education in 2004 began to be implemented but fully adapt to the system of educational institutions, approximately 2005-2006 years.Although the job appears to be taken seriously, the many faults and shortcomings in the system so to say. These issues were discussed in detail.
