Abstract (EN)

States use the concept of Soft Power to expand their sphere of influence through consent. Turkey implements soft power policy in order to expand its sphere of influence and establish itself as an effective actor outside its own region. Turkey's orientation towards the African Continent began to increase with the African Initiative Action Plan in 1998. The African continent is important for Turkey, which is looking for supporters in international issues and possible events. The soft power policies implemented by Turkey in the African Continent is an issue that needs to be addressed. The data of studies conducted in the fields of education, economy, cultural and military education will be evaluated using quantitative and qualitative research methods. This study will examine Turkey's soft power goals and behaviors in Africa. The activities that started with the 1998 Africa Initiative Action Plan and continue today will be evaluated. Bilateral and multilateral agreements, contracts, economic activities, activities of associations and foundations will be evaluated.
