Abstract (EN)

The agriculture sector is very important for all countries, as it forms the basis of human food sources. Agriculture sector; It is also an important sector in terms of creating employment, contributing to national income and being subject to foreign trade. Although the agriculture sector seems to be overshadowed by the services sector in the globalizing world, it still maintains its importance. The most important problem faced by the sector, which is so important, is its extreme exposure to climate conditions and low income of farmers operating in this field. Due to these features, agriculture has been a sector supported by various tools. The study focused on the implementation of agricultural subsidies in the European Union and Turkey. Both countries intervened in agricultural activities with different tools for their own purposes. The purpose of this study, comparing the support by the European Union agricultural subsidies implemented in Turkey, for the period 2009-2018 is to demonstrate the effectiveness of agricultural subsidies implemented in Turkey. Between the years 2009-2018 to determine the effect on the amount of production of agricultural support implemented in Turkey, TÜİK, T. C. Ministry of Agriculture and Forestry and T.C Treasury and the Ministry of Finance obtained from official institutions were graphically analyzed and analyzed. Accordingly, in the first part of the study, the characteristics of the agricultural sector were examined and the agricultural sector was analyzed with macroeconomic indicators. In the second part, the reforms of the CAP created by the EU countries are emphasized. In the last part of what the impact on agricultural subsidies applied in Turkey and that the amount of agricultural production were analyzed with the data. Finally, agricultural subsidies implemented in Turkey with the EU were compared and discussed the structural problems of the agricultural sector in Turkey. In conclusion, with the support of the difference in pay is applied to increase the amount of agricultural production in crop production in Turkey has concluded that there is a linear relationship. However, there was no significant relationship between area-based support payments and the amount of production. Moreover, when compared with the EU, Turkey's agricultural support tool; Turkey has adopted the product-based premium support payments, it is understood that the EU is adopting a manufacturer based support system as a basic principle. So the density of Turkey in the EU independent price policy applying direct income support from production are applied.
