Abstract (EN)
In this study, the relationship between tobacco products, the tobacco sector and policies, health expenditures, which has developed since the 1990s, has been examined. It has been mentioned how the tobacco sector and the products obtained from tobacco have changed from the past to the present and the lung cancer caused in the field of health. With the increase in tobacco demand over the years, lung cancer is the leading cause of death in men in the world, leading to investigations on tobacco and tobacco products. Study WHO, TURKSTAT, T.C. It has been prepared according to the results obtained from the statistics reports of the Ministry of Health. Tobacco grown in Turkey has met with high demand in the world market. However, as a result of increasing deaths due to tobacco consumption, governments have tried to implement different policies on tobacco and tobacco products. In order to minimize the harm caused by tobacco and tobacco products to human health, they converted the income obtained from tobacco into tax to be collected from tobacco and tobacco products. According to TUIK data, tobacco production area was 320,236 hectares in the 1990s due to its harm to health, but this area has been narrowed in the 2000s. By enacting the Tobacco Law No. 4733, regulation and supervision was adopted in the tobacco and tobacco sector. Thanks to these regulations, contracted production was started in tobacco production. Due to the increase in health expenditures worldwide, we examined tobacco and tobacco products as a factor that helps us reduce this expenditure. If we can reduce the demand for tobacco to lower levels, it seems possible to reduce both the risk of lung cancer and health expenditures. The increase in health expenditures tends to increase day by day throughout the world, which also determines the level of development of countries. However, in this study, it is emphasized that health expenditures are spent on accessing devices that follow advanced technology and the use of these devices in the digitalizing world, and the increase in health expenditures in accessing innovative health services. In the study, it is seen that the risk of lung cancer increases due to tobacco use and increases the health expenditures and creates a greater burden on the general budget. It has been concluded that reducing tobacco use and controlling it will reduce health expenditures in general and lung cancer risk and expenditures in particular.
