Abstract (EN)

This study aims to evaluate governments? election bulletins, government programs and actions from the point of forest resources management and administration. For this purpose, information and statistics about election bulletins, government programs and actions of related Parties was acquired from Grand National Assembly of Turkey?s archive, websites and literature and all these were analyzed in accordance with the purpose of the study. Accordingly, most important action of the Justice Party was amendment of 131. article of 1961 constitution in 1970. Practices of exclusion of lands from forest jurisdiction, which are known as 2B and have lost their qualities as forests in terms of science, started with this amendment. In Motherland Party period, there was three times amendment in Forest Law. Motherland Party advocated that individuals and enterprises can take part in development and management activities of natural resources such as forest, water, mine and energy, provided that property of these natural resources belong to state. In this period, private forestation in forestry started. In Justice and Development Party period, there was thirteen times amendment in Forest Law. Policies of Motherland Party and Justice and Development Party are similar. In this context, especially private forestation activities were enhanced and sale of standing timber practices were also increased in this period. The most important reform in cadastre was made through combining forest and land cadastral works with law no. 5304. With this law, it is provided that cadastral work of forest and other lands are done by General Directorate of Forestry and General Directorate of Land Registry and Cadastre jointly.
