Özet (EN)

International politics have underwent a great transformation as the most significant consequence of globalization. The system has come to multidimensional state by changing structure of globalized international system and new actors have got involved in the international system. International organizations, one of the actors getting involved in the international system, have started to be effective in the embodiment of foreign policies of states. As a consequence of examination of international relations theories' view to international organizations; in contrast to views of neorealist theorists that have regarded just states as actors in the international system, the views of neoliberal theorists that have objected to the circumstance in which states are the sole actors in the international system have been examined by comparing them. In this study, it is tried to find answer the question whether international organizations are effective actors in foreign policies of states or not by examining foreign policies alterations subsequent to membership of China to World Trade Organization. To that end, outline of Chinese foreign policies have been determined and alterations taking place in Chinese foreign policies have been found out by examining their foreign policies subsequent to their membership to World Trade Organization.
