Abstract (EN)
The Ottoman State has kept together ethnic origins and communities with different beliefs, and has developed various state policies for peace of mind. With the Millet System that the Ottoman State created, it created an environment of tolerance that is not even in the states contemporary with itself. The Ottoman State took over the protection of the Fener Greek Patriarchate in Istanbul by the conquest of Istanbul and became the protector of the Orthodox mezhebin, which provoked Byzantium against the Roman Church and formed in reaction to them. The nations in their own countries have provided autonomy in the fields of religion, language, education and private law for a certain amount of tax, and thus they have been able to provide unity and solidarity in their own land. This study is aimed at giving information about the influence of the Reform in the Ottoman State as well as the orthodox politics. Key Words: Orthodoxy, Reform, Nation System, Non-Muslims.
