Abstract (EN)

This thesis aims to systematically identify and prioritize (i.e., assess) the risks encountered in construction projects in Türkiye. Within the scope of the study, two main risk categories—design, economic, and financial—were defined based on literature reviews and expert opinions, and a corresponding survey form was developed. The research was conducted using a descriptive survey method, and data collected from 285 civil engineers were analyzed using SPSS software. The significance levels of the risks were determined by multiplying their probability and impact scores. The findings indicate that economic and financial risks—particularly cash flow problems, price fluctuations, and changes in interest rates—and deficiencies originating from design—such as faulty specifications, delayed revisions, and implementation errors—pose direct threats to project success. These results are consistent with both national and international literature; however, it was found that regulatory changes and economic conditions specific to Türkiye significantly heighten perceived risk levels. The findings provide valuable insights for industry stakeholders in strategic decision-making processes.
