Abstract (EN)
The Turkish education system, with its historical depth and institutional continuity, has been shaped as a transformative and decisive force in the formation of social structure at the level of values, identity, and institutions. The emphasis placed on knowledge, virtue, and governance in ancient Turkic societies demonstrates the decisive role of education in the formation of cultural identity. The madrasa system, institutionalized with the adoption of Islam, became fundamental institutions during the Seljuk and Ottoman periods, training qualified human resources in the fields of science, law, and administration with the support of the central government. The educational activities conducted in madrasas, encompassing religious sciences alongside natural sciences, mathematics, and philosophy, contributed to the strengthening of intellectual accumulation in the Turkish-Islamic world and the emergence of a "golden age". However, from the 18th century onwards, military and political decline in the Ottoman Empire led to the emergence of modern, Western-style educational institutions, creating a dualistic structure where madrasas and modern schools coexisted. The Western-style education system of the Republican era is also based on this late Ottoman modernization process. With the proclamation of the Republic, education was positioned as the fundamental tool for nation-building, social progress, economic development, and modernization. With the 1924 Law on the Unification of Education unity in education was achieved; madrasas, secular schools, and all educational institutions were brought together under the umbrella of the Ministry of National Education. Subsequently, comprehensive reforms were implemented to expand schooling, institutionalize the teaching profession, develop vocational and technical education, and strengthen the central and provincial organization of the ministry. Legal regulations in educational and social fields, such as the alphabet reform, the establishment of People's Schools, and Community Centers, laid the legal foundation for the Republic's secular and centralized education system. The Village Institutes, established in 1940, served as a unique model for a time, focusing on production-based and applied education aimed at rural development. After 1950, during the Democratic Party era, education policies shifted towards a more responsive approach to public demands; within this framework, religious education was reintroduced into the curriculum and institutionalized through institutions such as Imam Hatip Schools. This study analyzes the institutional and legal transformations that occurred in the education system during this historical period, and evaluates the scope, effects, and limitations of modernization efforts from a holistic perspective.
