The affects of the new public management approach on public servant's qualities, job: The case of administrative staff of state universities

The rapidly changing economic, social and political order of the whole world with globalization after the 1980's have led to the emergence of new trends in public administration. Many approaches such as New Public Management, New Public Management and Governance have come to the fore in these trends. New practices in public administration have come along with these approaches developing new perspectives The reconsideration of public administration has sometimes been appreciated and quickly adopted by states and the public sector, and sometimes it has been subjected to intense criticism from various groups affected by the change. New public management, which can be summarized as a managerial and private sector-based approach that uses market mechanisms to make the public sector more efficient, effective and accountable, continues to exist as a theory that is worth for researching with its current relevance nowaday. For this reason, new public management was chosen as the theoretical framework in study. In thesis, first of all, the theoretical supports, basic features and criticisms of the new public management approach were mentioned. Then, how it transformed the public personnel regime, one of the elements of public administration, were generally discussed and the research was designed specifically for the administrative staff of Turkish state universities. The answers to what kind of changes it has caused to the public personnel regime transformed by the practices and processes developed with the new public management approach to the administrative organizational structure and staff of Turkish state universities were searched. In order to research these answers, a survey was conducted with 389 administrative staff working at state universities in Turkey. In addition, in-depth interviews were conducted with 6 human resources unit managers and 12 administrative staff with different statuses of the universities, and the survey was supported with the findings obtained via content analysis. As a result, the effects of new public management principles and practices on the administrative organizational structure of state universities and the quality, business and social life of their staff, were analyzed and evaluations were included in the conclusion.
