New world globalization approach and transformation of local governments during the pandemic (European Union-Turkey)

Abstract (EN)
The study mainly analyzes the transformation of local governments in line with the pandemic process and the new world globalization approach that replaces globalization at the local level. With the globalization core, the local autonomy and jurisdiction areas of decentralization institutions have expanded, and the transformation trends of local governments have gained momentum with the new world globalization approach. The globalization and pandemic process, which has been effective in reforming local governments, has shaped the local administrative structure of the founding states of the European Union, Germany, France and Italy, as well as Turkey, which is in the accession process. The social, economic and social crises created by the pandemic process have reduced the power and authority of central governments and increased the role of local government administrations in determining public policies. In this framework, the study explains the reform processes of the local government system, which is the general definition of concepts such as subsidiarity, decentralization, local autonomy, citizen participation in governance and pluralism. The subject is evaluated within the framework of the principles of sacred common struggle, integration of nations, rise of city-states, common local policies in the transformation process and local mobility in the new world globalization approach. The effects of the global pandemic process, which has left the European Union member states and the Republic of Turkey in a difficult period both in economic and political, social and environmental areas, on local government policies are examined. The point that Germany, France, Italy and Turkey need reform and a new model proposal in the field of local governments has been analyzed comparatively. The new world globalization approach and the pandemic process have socially and socially affected the local government policies of the European Union member states and Turkey. During the pandemic process, it was concluded that the problems experienced by decentralized government organizations stemmed from local development policies, elimination of local inequalities, lack of implementation of sustainable local government policies and the lack of a universal local government model.
