Local action groups as a new actor in local economic development: Good practice examples in Turkey

In a rapidly changing world, the continuous transformation of social and economic dynamics has directed states and societies to focus on local development. In this context, local economic development has gained significant importance in Turkey, as it has globally. Supporting rural development has been adopted as a growth model that starts at a minimal level locally and expands to the general level, particularly since the late 20th century. Factors such as increasing population, the impacts of climate change, the shrinking of agricultural lands, and rural-tourban migration have further heightened the importance of local development. The LEADER program of the European Union, which Turkey has been a part of since 2007, offers a significant framework for developing local development strategies. However, factors such as Turkey's fragmented land structure, an agriculture sector dominated by small-scale producers, lack of knowledge, and bureaucratic challenges have created obstacles to the implementation of LEADER projects. Local Action Groups (LAGs) have emerged as new actors to overcome these challenges and utilize Turkey's resources more effectively. While this approach has gained widespread acceptance in Europe, it has not yet been fully embraced in Turkey. Nevertheless, when effectively implemented, it is anticipated to make significant contributions to rural development. LAGs offer valuable opportunities in achieving rural development goals through sustainable production methods and efficient use of agricultural lands. Turkey's favorable climate conditions, product diversity, and robust production infrastructure could enable the country to ensure food security and gain a significant competitive advantage in exports through the effective implementation of this approach. In this regard, adopting Local Action Groups in local development strategies will play a critical role in achieving sustainable development goals.
