Strategic planning model in local government

Administration is a continious process. Administrative process is the totalof the moral, physical and humanitarian activities which are formed by many insideand outside conditions and multi-dimensional effects. Making the apparent chaos ofadministration clear,transparent,understandable are the nucleus of the newadministrative approach which is at hand.Like private institutions,the local andpublic administrations can survive by the help of strategic planning. During thisprocess strategic planning and administration come into foreground.It is beneficial to look closely at the public reality including localadministration in Turkey. Every effort made without any knowledge of the presentsituation and structure will be futile. That is the reason why so many reforms havefailed so far.Widely held opinion is that the resources in Turkey cannot be benefıted fromeffectively or efficiently.But the public expects these resources to be taken fulladvantage of. The main ground for this demand is that the resources in developedcountries are utilized in an effective,efficient and productive way. These demandsand strategic planning interject at this point. From now on,the public will developplans by investigating and analysing the neighbourhood determining mission, vision,strategy, targets and priorities. The public has the administration to be able to carryout them and assess the results. They will be put into practice by participatorybureaucracy. The focus will be the on citizen satisfaction just like the customersatisfaction in private institutions. So internationally accepted concepts such asparticipation, transparency, accountability and sharing will be a part of ouradministrative structure.In today`s world the principle of strategic action is widely held. Competitionin primary areas such as agriculture,education,urbanization and industry are onlypossible in this way. Shortly from situational administrative approach to strategicone is aimed at. These transition means having an administrative approach with afuture reference,handling the administration under its conditions by comparing andcontrasting with its competitors and having an integrated and holistic approach.To be able to be succesful like private insitutions, it is inevitable to have a change inthe concept of senior administrators managing local government.Key words: Local administrations, strategic planning, public administration,public reform.
