Abstract (EN)

Local administrations are the constitution which is selected by election to cover the needs of people. Developments in science and technology, population growth in rural and socio-economic division of labor cause the variation of human needs. Motivation of the workers must be ensured so that the local administration can fulfill the function as desired. The purpose of the study covered in this context, the importance of the leadership given by staff which have been working at local administration, has been evaluated as a motivation factor. At this study, leadership, types of leadership and theory of leadership in addition to that; motivation, factors of influence the motivation and theory of motivation have been examined. Furthermore means of administration and functions at administration process, duty, authorisation and responsibilities of the local administration and the factors of effecting the motivation have been examined and leadership has been emphasised. Motivational priorities have been tried to identify to demographic properties. In the last part, it was tried to determine the motivational priorities according to the demographic characteristics by analyzing the data taken from the staff working in Tunceli Province Local Administrations.
