Governance in local governments: The case of Aksaray Municipality

Abstract (EN)

The changing world has created a new perception of society and has prompted some concepts to be reconsidered and evaluated. Management has experienced change and update processes as one of these concepts. So that over time, the concept of management has started to leave its place in the concept of "governance", which is based on greater flexibility, transparency, auditability, participation, communication and interaction. One of the most obvious application areas of governance concept in recent years is local governments. This situation, which also creates a new field of study under the name of governance in local governments, is also a candidate to show how governance affects and shapes local governments. This study aimed to explain the transition from management to governance and the content of governance in local governments. As well as the decisions taken by local governments in Turkey in the case of Aksaray Municipality in the services they offer and governance factors to take into consideration such as the location and viability has been questioned. In this context, referring to the European Governance Excellence Label (ELoGE) criteria, suggestions were made regarding the deficiencies observed while reaching the conclusion that Aksaray Municipality met a significant part of the governance activities.
