The social policies of local goverments towards the eldery and disabled people: Stockholm and İstanbul case

The services which are carried out for the old and disabled people take an important place in the social municipalism services. These services also have an huge amount in the municipalities' budgets. In the cities that are developed culturally and economically, it is too easy to do social municipalism applications and deliver these applications to the old and disabled people who need them. The aim of the study is to prove that in the cities which have insufficent economic and socio- cultural conditions, the social policy applications can be performed if the needs are correctly determined and the applications and choices are evaluated correctly. In our study, Stockholm Municipality is an advantageous city and Istanbul Municipality is exemplified as a disadvantaged city.
