Financing of the higher education services and an analysis to measure the performance of the state universities

The aim of this study is to examine the financial sources of the university education service which is the last stage of the individual?s education international lives and to measure the performance based on the publication numbers published by the universities. This study consists of three parts.In the first part, it is given the basic and teoric information about the structure of university education, its benefits, the Bologna process and its place and importance in the education system. In the second part, it is mentioned about the function and finance of the university education service in some countries. In the third and last part, it is mentioned about the Turkish university education system and the finance of this system. In the third part, it is also examined the figure of budget appropriation to the state universities by the government, the activity process of these universities and the number of the faculty member in these universities and the number of students as independent variable, the international publication number in state universities accepted as dependent variable. It is applied the multi regression analyze programme called SPSS (Statistical Package for the Social Sciences) to examine the relationship between the dependent and independent variables.
