Risk assessment in floating docks: Example of Fine Kinney method

Abstract (EN)
The aim of this study is to analyze risks and conduct risk assessments by applying the Fine Kinney method in floating docks. While conducting the risk assessment, firstly the hazards were determined and the risks arising from this hazard were determined and analyzed. The frequency, severity and probability of possible accident and incident effects were determined using the information and data collected. Within the scope of risk control measures, the risk level was tried to be reduced to an acceptable risk level by eliminating the hazards, combating the risks at their source and applying substitution methods. Five floating docks located in the Izmir and Istanbul regions were examined in this study. This risk assessment was made in the light of the data obtained by examining the risk assessments and past accident records of floating docks. The risk assessment conducted using the Fine Kinney method was carried out on the risks that could arise from 47 hazards. 10 possible risks, 16 significant risks, 13 high risks and 8 very high risk scores were determined. Possible risks were determined as ship hitting the docks, employees falling into the sea from the docks deck, drowning, forced and repetitive movements, and the ship's trim and inclination deterioration. The major risks were identified as lack of communication between employees, lack of training, noise, pressurized water and sand impact, and materials falling on employees from heights. High risks were identified as electric shock, damage to the trim and inclination of the drydocked ship, falls from heights, and exposure to chemicals. Very high risks were identified as explosion, flashover, fire, closure of emergency exits, and environmental pollution. The risks identified according to the risk scores were prioritized by me from very high risk to possible risk levels. The prioritization of hazards with equal risk scores was done using the "Risk Rating Table" coefficient created by me. The benefits such as creating safe working environments, reducing work accidents, complying with legal requirements, cost savings, and employee health and productivity reveal the importance of the research.
