Abstract (EN)

In todays communitiest state is an organisation for presenting services for the people. Improvement of the democrasies and increasing significance of the votes have given the way for "open budget" economies. The increase in the number of both those who wait for services without paying taxes and politicans who bind their political destiny to presenting services has caused for a system in which budget deficits are viewed as normal. Affected by these developments, Turkey also has applied open budgets except a few term. The Government has seen the people as an easy financial source to finance its deficits and has supplied internal goverment bonds whenever it is in trouble. The policy of paying a debt with another debt has changed into a vicious circle which maintains consolidated budget deficits in the course of time. The solution for this vicious circle which continues as a chain of deficits-debt-interest-inflation is only possible by that the politicans transfer their competence in this field to the experts. It seems impossible that Turkey is saved from the current crisis into which she went with temporary and short-term schemes. On the one hand, new income sources should be found. and on the other the government expenditures should be decreased by taking saving measures. In addition, the reasons for the permanent budget deficits should be removed and the policy of open-budget should be given up as soon as possible.
